A E100MILLION scheme to insulate homes will create 4,000 jobs and slash people's heating bills by up to E700 a year, Energy Minister Eamon Ryan promised yesterday.

The programme will provide up to 50,000 homeowners with grants towards carrying out a range of heatsaving measures such as attic and cavity wall insulation, external wall insulation and replacing boilers.
