What is it? THE government's bean counters will tell you it is the number out of work and claiming Jobseekers' Allowance and National Insurance Credits. The figure is culled from records held at social security offices across the UK.

The unemployed Yes and no. The unemployment rate measures the total number out of work. It is always a larger number than the claimant count because not everyone out of work receives a cheque from the state.
