ACCORDING to a report yesterday, the Prime Minister has promoted a junior aide, Left-winger Kirsty McNeill, 29, from speech-writer to 'adviser in charge of external affairs'. Eminence grise Lord Mandelson is said to be displeased (look out, Kirsty!), purportedly because she lacks experience.
