EVEN Clogthorpe District Council's Ways & Means Committee didn't fall for it. Cllr Bulge (Chair) said he had heard some doolally schemes in his time, but this one fair took the Marie Louise biscuit. Committee would recall Central Government sending a bloke up from Whitehall to twist Clogthorpe's arm.
