AUDITORS are today expected to refuse to approve the European Union accounts for the 11th year running because of fraud and mismanagement costing an estimated Pounds 3.5billion a year.

The European Court of Auditors has consistently argued that it cannot approve the budget, now standing at Pounds 68billion a year, because there are insufficient controls over how a large part of the money is spent.
