GORDON Brown will today warn Brussels that he could have to call a referendum if he does not secure Britain's 'red lines' in the proposed EU treaty.

If any of the EU's 27 member states reject the treaty, it will have to be scrapped. Mr Brown was set to give European Commission president Jose Manuel Barroso the ultimatum during face-to-face talks at Downing Street.
