RUGBY'S rulers stepped into the gouging row yesterday with a tacit admission that Schalk Burger's punishment did not fit the crime.

As the Lions increased the prospect of Saturday's final Test descending into a grudge match by renewing their attack on Springbok coach Peter de Villiers, the International Rugby Board promised to take tougher action by imposing longer sentences on those guilty of the 'heinous' act of attacking an opponent's eyes with his fingers.
