FORTY thousand cannabis smokers were let off by police with a verbal warning last year, laying bare the full extent of Labour's 'softly softly' policy on the drug.

Of 85,438 people caught carrying it, 42,855 or just over half escaped arrest or punishment and were instead given a formal warning, which carries no criminal record.
