FOR years now, the ritual of the Shamrock at the White House has been taking on a faintly absurd air. Back in the days of the Bertie and Bush double act, there was more than a touch of the ridiculous about the star witness of the Mahon Tribunal and the man busily rewriting the Middle Eastern map trading quips over the green stuff.
