FOOT-binding may have been outlawed four decades before Mao Zedong came to power (Mail) but the government which banned this practice in 1911 lacked the authority to stop it in the four decades that followed because China was gripped by civil war.

This ended only when Mao came to power in 1949 after which foot- binding was eradicated.
