WHY are relations between Tony Blair and Jacques Chirac so bad?

According to Germany's well-informed Suddeutsche Zeitung, the new hostilities began at the D-Day commemoration on June 6. At the big dinner he hosted in Normandy that night, M Chirac placed Mr Blair next to Guy Verhofstadt, the Belgian premier whom Blair had vetoed as the next president of the European Commission. This troublemaking placement made for a tense evening for the prime minister, leaving him determined to get even. Look out, Monsieur Chirac.
