Mr Brown is set to join the Premier and newly-elected French president Nicolas Sarkozy for private discussions this week, during which he will insist Britain must keep its veto on key areas of policy.

But there were fears that Mr Blair and Mr Sarkozy have already struck a deal after the president said the pair had agreed a 'framework' at last week's G8 summit in Germany.
