CRIME will never be eradicated until fear is reintroduced into the judicial system. If they know their crime, when they are caught, will be punished harshly, it might start to get through to would-be criminals that it is not worth the bother.

One example is graffiti: if you know that you will have to pay the full cost of repair, however high, it might make you think twice about daubing walls. With violent crime such as murder, to know that you will go to prison for 30 years of hard labour would make you think twice before carrying a weapon.
