I DRIVE a Volvo, which has dipped headlights permanently on, even in bright sunlight. I used to think that it was in spite of these that other drivers couldn't see me and pulled out from side-roads in front of me but I quickly discovered it is because of them.

Many authorities now install raised platforms at suburban road junctions and negotiating these lifts the front of the car up until the rear wheels hit the platform and the car levels off. This momentary raising and then 'falling' of gives the entirely reasonable impression that the headlights have been flashed and the driver waiting to come out of the side road thinks I am letting him out.
