ALEX ORR quotes the famous 'England expects that every man will do his duty' signal which Nelson sent as his fleet converged on the French and Spanish at Trafalgar (Letters). In those days, certain flags were used to communicate particular words and phrases, and before a naval engagement of the size of Trafalgar, speed and brevity were of the essence.

In the version I've read, 'England expects' was sent due to the difficulty of forming the original signal, which was a personal message from the Fleet Commander to all seamen of whatever rank.
