HAVING set out all the ills of cannabis use, I believe Gerald Warner comes to the wrong conclusion (Mail). It is precisely because cannabis and other popular recreational drugs have not been fully legalised that problems occur.
Imagine if cannabis were put on the same legal and commercial footing as tobacco and alcohol - the drug would be subject to the full panoply of laws with regard to strength, quality, weights and measures.
