WE ALL know that the English and Scottish have their differences, but perhaps now we could draw a distinct line between the two countries once and for all.
How about a bit of devolution when it comes to putting the clocks back this weekend? Scottish farmers have always lobbied in favour of the move - arguing that they need the extra morning sunlight - but why should that mean England and Wales are condemned to months of dark, miserable afternoons? It wouldn't be so bad to follow the example of the French, who after all are on the same longitude as us and stay on Greenwich Mean Time plus one hour for the winter.See the full content of this document
