IN the biggest exercise of its kind ever mounted by a newspaper, the Mail balloted the people of Britain last summer on whether there should be a referendum on the new Constitution.

At 7,000 polling stations in newsagents, garages, and supermarkets up and down the country people filled in their ballot papers.
