BRIAN Cowen last night failed to get agreement on the wording of Ireland's Lisbon Treaty guarantees at the first session of a two- day EU Summit meeting - and suffered humiliation at the hands of the British.

The Taoiseach staked everything on winning agreement on the legal format of the guarantees which, in turn, would clear the way for him to call a second referendum on Lisbon in late September or early October.
