WHEN will next year's General Election happen? To answer that we must try to see into the mind of the Prime Minister. Gordon Brown, though, was born on February 20 - and Piscean minds are often full of ifs, buts and maybes. Tony Blair twice picked dates close to his own birthday - with good results. John Major also did well with April 9, shortly after his birthday. Then again, February is a very unusual month for a poll. I suspect that, if he doesn't try putting his 'solar return' to work, he's likely to wait until near the last legal date on June 3.
