GORDON BROWN'S plan for bailing himself out of trouble before the start of the Labour Party conference is now obvious. Together with senior Cabinet ministers, he will launch a concerted bid to avoid blame for the economic crisis and place all the responsibility on greedy bankers and City traders.

The Prime Minister kicked off this line of attack on Thursday, when he promised a crackdown on 'irresponsible behaviour' and pledged to 'clean up' the financial system.
