MINISTER for Justice Brian Lenihan has pulled out of launching a controversial report from a Catholic Church group which calls for people who smoke cannabis at concerts not to be arrested.

The report commissioned by voluntary drugs support agency Crosscare said that those caught smoking cannabis at outdoor concerts such as Oxegen and Electric Picnic should not be arrested.
