AFTER the blunt freeze on hiring in health, the only question around an increasingly fraught Cabinet table is 'Who's next?' There is not a minister in the Government who can feel their portfolio is safe from the pressure, as we head into the winter of cuts.

Healthcare was only the first in line. Having dramatically overspent what was already a generous budget for 2007, nothing short of a full halt can prevent a serious deficit. That overrun is either the height of incompetence or a cynical gamble by management, who thought that no Government could put health at risk to keep the books balanced.
