HEALTH service officials spent Pounds 400,000 on modern art to put in seven mental hospitals and then spent another Pounds 100,000 on finding out if the money was well spent.

The initial sum went on 17 works of art including two wooden benches costing Pounds 10,000 each despite the fact that other mental health units are facing closure.
