SITTING opposite me during a train journey from Cardiff to London was a young woman who was speaking loudly on her mobile phone.

She was telling a friend she had joined a major City firm of accountants and was working as a consultant to the DVLA. Her employer was being paid Pounds 250,000 a year and the DVLA was paying her first-class round-trip train fare daily, costing well over Pounds 1,000 a week.
