THE report from Rome on Mugabe's explanation for his tyrannical treatment of his people ends with the appeal by Dr Jacques Diouf, director-general of the Food and Agriculture Organisation of the UN, to the effect that while $1.2 trillion a year is spent on arms worldwide, he estimates that $30 billion would feed the starving 850 millions for that period.
