MOST European democracies ban any forms of protest, including demonstrations, within anything up to half a mile of their seats of government (Germany and Switzerland are cases in point).

The intention is not to infringe anyone's right to protest but to prevent the sort of interminable anarchic lobbying that London clearly offers.
