LAURA HOWARD, in her 41st week of pregnancy, was fined Pounds 90 by Safe Park UK for parking in a mother-and-child bay outside Tesco. This incident epitomises the lunacy of bureaucratic decision-making today. It is no wonder increasing numbers of our population are moving to foreign shores. I'm pleased that Tesco has agreed to compensate Laura Howard, but if the parking attendant had exercised discretion, perhaps the incident might never have arisen.
