EVEN by the standards of a Government obsessed with headline- grabbing gimmickry, the plan to ban alcohol on trains and buses takes some beating.

Dreamed up by Tony Blair's chief adviser on antisocial behaviour Louise Casey (yes, the same Louise Casey who delivered a foulmouthed rant to senior police officers on the joys of getting 'hammered'), it suggests this increasingly dysfunctional administration has abandoned any pretence at coherent policymaking.
