PLYMOUTH in the rain. In the gloom of early morning, the lights of two ferries - one bound for Roscoff and the other for Santander - shine like a galaxy of stars. A pair of gannets walk, with self conscious dignity, over the pedestrian crossing that leads to the Hoe, the hill separating city from sea, and begin to eat their breakfast from a waste basket.

Two men, walking with their dogs, say brief good mornings to each other and hurry on their way. It is not the weather to stop and talk.
