ANYONE who has never ventured south of Rome, the charms of Naples are hard to explain. It has virtually none of the gracenotes one associates with Verona, say, or Siena. The odd striking building is offset by the surrounding poverty. The traffic is a nightmare, a cacophony. Look down and you will probably see rubbish in the gutter.

Look up and you will see washing lines suspended across the street.
