A CENTURY ago, parts of Glasgow East witnessed lively experiments in grassroots socialism pioneered by John Wheatley, the sharpest of the pre- 1945 Labour leaders in Scotland. Since then, during the long Labour ascendancy, the seat has fallen below the radar screen.
Its mainly low-income voters have been managed by an elephantine bureaucracy which has launched strategies and action plans galore to improve conditions of life.
