RED tape and chronic staff shortages have left one of Britain's biggest social services departments 'not fit for purpose' to help vulnerable children, a damning report revealed yesterday.

Social workers in Birmingham 'do not have enough time to devote to the families they are trying to help' because time is wasted on bureaucracy in the undermanned department, the inquiry found.
