TODAY'S local elections are nationwide - or at any rate they concern large parts of England and Wales. The Tories are anxious to gain a foothold in Wolverhampton and North Tyneside to show they are a truly national party again (minus Scot-land). But most of our interest will be focused on the gripping fight for the mayoralty of London.

It is, after all, the national capital, and what happens there affects most of us in some degree, though the powers of the Mayor are in some respects quite limited, and a good deal of the debate has concerned essentially 'parish pump' issues such as 'bendy buses'. The two main candidates, Boris Johnson and Ken Livingstone, are also national figures, each in his own, though very different, way charismatic and engaging.
